Health and Safety (HSE) Manager

The HSE Manager is a key position and normally sits as part of the senior management team. The HSE Manager is responsible for monitoring the safety, occupational health and environmental performance of operations at onshore or offshore production installations, and any associated subsea installations. In addition, they provide advice on safety, health and environmental issues to all levels of personnel in order to ensure working practices, procedures and systems meet statutory requirements and industry and Company standards.  

About this role

Typical duties

  • Provides advice and assistance to Line Managers and Supervisors on all aspects of safety and occupational health concerning the production installation and operations performed
  • Advises on environmental issues where appropriate, with support from specialist Environmental Advisors
  • Provides advice and guidance to Line Managers and Supervisors on all matters related to Hazards Identification and Risk Management Develops and reviews Emergency Response plans
  • Ensures that all Emergency Response Team roles are filled by appropriately trained, competent and experienced personnel and regular exercises are conducted
  • Instigates and conducts incident investigations, recording, and reporting all incidents to identify causes and provide recommendations to prevent recurrence
  • Manages company Occupational Health and Hygiene standards in accordance with UK Legislation, Company Rules and industry best practice
  • Ensures that relevant HSE Legislation, Company HSE Standards and Industry Best Practices are complied with and that HSE manuals, procedures, instructions and documentation are reviewed and updated regularly
  • Actively participates in and promotes company health and safety campaigns, policies and procedures, and ensures personal safety and that of colleagues at all times

In the industry

The HSE Manager fulfils a critical and high profile role in ensuring that an organisation meets all statutory requirements and industry and Company standards with regards to health, safety and the environment. HSE Managers are found in a variety of organisations including the Operators who own or manage production installations, major Engineering Contractors, Engineering Consultancies and specialist Safety Consultancies. They may work as part of a dedicated production installation support team, or as part of a specific project team. They will have the requirement to regularly travel to production installations.

Requirements

Entry requirements:

  • Degree in Engineering or similar technical discipline
  • Extensive experience of safety in the oil and gas industry (a minimum of 3-5 years in safety and a minimum of 3-5 years experience in operations)
  • Track record of personnel management and good communication skills
  • Proven leadership, supervisory and training skills are essential
  • Must hold or be working towards a professional qualification in safety e.g. NEBOSH Diploma in Safety Management
  • Thorough knowledge of safety and environmental legislation relevant to production installations, safe working practices, fire fighting systems and techniques, and emergency response management
  • Basic offshore induction and emergency training (BOSIET)
  • Offshore Medical Certificate
  • OPITO Minimum Industry Safety Standards (MIST)

Employers might also look for:

  • Good knowledge of legislation and systems for dealing with radioactive substances including LSA scale, radiography sources
  • Competent in the techniques of safety and environmental auditing, accident and incident investigation and reporting
  • Computer literate in order to update statistical databases, create presentations and essential documents, process and forward digital photographs
  • Good presentation skills.
